Hearts of Iron 4 Developers Share Game Development Plans

On Tuesday, the first "Developer Diary" of 2026 for the strategy game Hearts of Iron IV was released. In this entry, the team not only listened to player feedback on Siam but also answered a number of pressing questions, outlining key directions for future work.

One of the main topics was limited wars. The developers confirmed: this mechanic will remain selective. While a universal implementation is limited, it will be added for the regions of Indochina, Burma, and parts of Malaya — similar to the special conditions for Paraguay or the ability to make peace with Japan after expelling it from mainland China. This will allow, for example, ending the Franco-Thai war without the need to escalate the conflict to extremes.

Also planned is the introduction of a Pan-Thaiism branch. It will give players the opportunity to reclaim lost territories through limited military campaigns, adding strategic depth to Siam's development.

The developers agreed with the community's opinion that Siam should develop as a regional power — following the model of Hungary, Romania, or Sweden — rather than striving for global dominance or recreating ancient states. This approach will make the gameplay more plausible and consistent with historical logic.

Special attention was paid to the internal factions mechanic. The game will reflect the real political structure of Siam during the time of the Khana Ratsadon party, which was divided into civilian and military wings (as well as several other groups). The developers presented an early design of the system: the player will have to maintain a balance between the interests of the wings, choosing actions that strengthen the position of either the military or the civilians. For example:

  • Holding a military parade will increase the loyalty of the military wing but reduce support from civilians;
  • Selling private estates will cause discontent on both sides;
  • Bringing Phibun to power will lead to a loss of trust from the army.

The essence of the mechanic is that in the early stages of the game, the focus is on internal politics and balancing interests. As the game progresses, the player consolidates their power, one of the wings becomes dominant — and then they can focus on external conflicts.
