A Bottomless Pit for Money Infusion
According to insider information, the Russian Ministry of Industry and Trade and the Government of Russia have approved a plan to form a large state-owned full-cycle corporation in microelectronics. Its main task will be to establish production of domestic chips using a 28-nanometer process technology and more advanced nodes.
The investment volume for the program until 2030 is estimated at approximately 1 trillion rubles. Of this amount, about 750 billion rubles are planned to be allocated from the state budget, and another 250 billion will be invested by Sberbank. The primary source of funding will be a technology levy on electronic devices, which is expected to be introduced starting September 2026.
The new structure, for which names like "United Microelectronics Company" or "United Radioelectronics Corporation" are being considered, will be under state control. According to sources, it will be headed by entrepreneur Denis Frolov, known for his work with the company Baikal Electronics and the Astra group.
